Judge Hall joined the Court as a General Division Judge in 1999. He is Chair of the Judicial Budget Committee and serves on the Judicial Executive, Personnel, Security, Technology and Committees.

Judge Hall received his B.S. from the University of Dayton in 1975 and his J.D., Summa Cum Laude, from the University of Dayton School of Law in 1979. He was admitted to the Ohio Bar and Federal Bar, Southern District of Ohio in 1979, and to the Florida Bar in 1983.

Judge Hall was in the private practice of law from 1979-1999, and a senior partner in the firm of Hall, Tucker, Fullenkamp & Singer. In 1997-1998, he served as a Montgomery County District Court Judge in Area Two. Judge Hall was a City of Dayton Police Officer from 1970-1976.

Judge Hall is a member of the Ohio and Dayton Bar Associations, Florida Bar Association, American Bar Association, and the Ohio Common Pleas Judges Association. He previously served as Treasurer of the Dayton Bar Association and President of the Carl D. Kessler Inns of Court.

Judge Hall is past president of the Montgomery County Trial Lawyers Association. He received the Lawyer's Lawyer Award in 1979, and the Moot Court Award, Intramural Competition, in 1977. Judge Hall was also an Associate Editor for the University of Dayton Law Review.
