Judge Langer has been a General Division Judge since 1995. He is Chair of the Judicial Executive Committee and serves on the Judicial Appointments, Budget and Criminal Practice Committees. Judge Langer served as Administrative Judge of the Common Pleas General Division from 2004-2007.

Judge Langer received his B.A. from John Carroll University in 1973 and his J.D. from the Boston University School of Law in 1976.

From 1976-1995, Judge Langer was Assistant Montgomery County Prosecuting Attorney. He was First Assistant Prosecuting Attorney from 1983-1995. In 1994, Judge Langer was named "Outstanding Assistant Prosecuting Attorney" of the Ohio Prosecuting Association.

Judge Langer is a member of the American, Ohio and Dayton Bar Associations, and the Ohio Common Pleas Judges Association. He is Chair of the Judicial Advisory Board, MonDay Community Correctional Institution. He is a member of the Ohio Supreme Court Committee to Review Reporting of Opinions. Judge Langer is an editor of the Trial Judges' Bench Book of the Ohio Common Pleas Judges' Association; as well as an editor of the "Library of Reasoned Orders" of the Ohio Judicial Conference. Judge Langer was co-chair of the 2000-2001 Dayton Bench Bar Conference.
